With about 100-150 Dollars to spend at the moment, I was wondering what a good camera and video camera would be for a beginner to catch high action sports like Skateboarding or Snowboarding without the blur.

Honestly, I think you’re asking a bit much. That’s really at the low end, and you want to capture high-speed targets, which require larger aperature and fast shutter speeds. Your best bet is probably one of the lower end Canons, but don’t expect spectacular shots.
